Vote Early for the 2020 General Election

All eligible voters in Excelsior can vote absentee beginning September 18— either by mail or in person at Excelsior City Hall —  through October 26.  October 27 through November 2 is the period called Direct Balloting.   

City Hall is still closed to the public, however, staff is conducting in-person absentee balloting.   Below are the times City Hall is open for voting by appointment:

To Absentee Vote:

City Hall Council Chambers, 343 Third Street, will be open by appointment:

Monday – Thursday - 8:00 a.m. – 5:00 p.m.

Fridays - CLOSED

September 21 – November 2 (See dates below when closing early or closed for the day for voting)

Saturday, October 31, 10:00 a.m. – 3:00 p.m.

Tuesday, November 3, 2020 – GENERAL ELECTION DAY – 7 a.m. – 8 p.m.


Due to staffing, early voting will be closed or close early on the following dates:

Tuesday, October 6 – Closed at 3 p.m.

Monday, October 12 – Closed all Day

Tuesday, October 20 – Closed at 1:30 p.m.

Wednesday, October 21 – Closed from 9:30 a.m. until 1 p.m.

Please call Lynette Peterson, City Clerk, at 952-653-3675 to make an appointment to vote.  You will enter through the Council Chambers door (staff will let you in) as we will be allowing only one household at a time for staff to properly sanitize before and after each voter.

Vote early by mail

Voters must fill out an application online or on paper to receive a ballot. Paper applications are available in English, Spanish, Hmong, Somali, Vietnamese, Russian, Chinese, Lao, Oromo, Khmer and Amharic.

Voters are not required to be pre-registered to vote to apply to vote absentee. To make the process easier, voters may want to register or ensure you are registered before applying for an absentee ballot.

Ballots will be mailed to voters within one to two days of receiving the application.

For the 2020 state general, absentee ballots must be postmarked on or before election day (11/3/2020) and received by 11/10/2020.

Vote early in person

In-person absentee voting is available at Excelsior City Hall starting Monday, September 21 (City offices are closed on Fridays) and available Monday through Thursday from 8 a.m. to 5 p.m. until Monday, October 26.  City Hall is closed to the public so please contact Lynette Peterson, City Clerk, at (952) 653-3675 to make an appointment to vote.  Due to staffing, early voting will be closed or close early on the following dates:

Tuesday, October 6 – Closed at 3 p.m.

Monday, October 12 – Closed all Day

Tuesday, October 20 – Closed at 1:30 p.m.

Wednesday, October 21 – Closed from 9:30 a.m. until 1 p.m.

In-person absentee voting is when voters fill out an application, receive a ballot and put the ballot in the envelopes provided to be sent to Hennepin County to be counted as part of the Absentee Ballot process.   (This is just like mail-in absentee voting, however, the City uses a courier service to send to Hennepin County. 

Voters who live anywhere in Hennepin County can also vote absentee in person at the Hennepin County Government Center – 300 S. Sixth Street, Minneapolis – skyway level. Hours are 8 a.m. to 4:30 p.m., Monday through Friday.

Direct Ballot Voting

Direct Ballot voting begins at Excelsior City Hall on Tuesday, October 27 and runs through Monday, November 2 at 5 p.m.  Direct balloting is when voters fill out an application, receive a ballot and then insert it into the ballot machine in the precinct to be counted.  This voting process happens 7 days prior to an election.  Results are then transmitted to the County on Election Day.  City Hall will be open Tuesday, October 27, Wednesday, October 28 and Thursday, October 29 from 8 a.m. to 5 p.m.; Saturday, October 31 from 10 a.m. to 3 p.m. and Monday, November 2 from 8 a.m. to 5 p.m. to conduct Direct Ballot voting.  City Hall is closed to the public so please contact Lynette Peterson, City Clerk, at (952) 653-3675 to make an appointment to vote.
